An Investigation for Pro-Poorness of Government Educational Policy in Pakistan

چکیده

Poverty causes illiteracy and illiteracy causes poverty. No country today better exemplifies this cycle than Pakistan, where most educational plans and policies have failed to make any significant contribution towards increase in literacy rates. The objective of this paper is to critically examine the improvement in educational status and poverty by analyzing the Pro-Poor Growth Index & Poverty Equivalent Growth Rate, for the above mentioned period. Result reveals that educational policies are pro-poor but overall impact has been insignificant, due to anti-poor growth policies for educational expenditures, health care expenditures, sanitation, social security welfare, rural development expenditures, natural calamity and safety nets.
